He kept reminding people whose butt he was kissing, who he was working for.

Some teachers voted for Bevin in spite of his continuous attacks on education, teachers' salaries, teachers' retirement, and teachers' health insurance.

He was very careful not to alienate Trump supporters, so I don't think the author of the article is reading the Kentucky race correctly. Trump may have mobilized the Democrats to get out and vote, but many, many people voted a straight Republican ticket except for the governor's race.
