Fallon is very talented at really embodying the musicians to whom he pays tribute. (I've seen him "do" Neil Young and Bruce Springsteen.) And his update of Dylan's lyrics is actually inspiring! I rarely watch him, but in the clips I've seen, he's struck me as too deferential to scumbags (like the one occupying the White House) and unwilling to take a stand... but I'd never heard this before.
