Congressional appropriators were frustrated when their inquiry on Aug. 29 about the status of the State Department funds was greeted by silence. Days passed and on Sept. 9, when they asked again, the State Departments Legislative Affairs office told them there was no hold on the $141 million, according to a person familiar with the matter.
What they didnt know, according to one of the people, was that shortly before Sept. 9, Bolton had relayed a message to the State Department that the funding could go ahead. Its not clear whether Bolton, who resigned from the job a week later, did so with Trumps approval.
Boltons handling of the funding struck officials in the White House as violating protocol and caught Mulvaney by surprise, according to another person familiar with the matter.
That may explain a cryptic letter that Boltons lawyer sent to Congress on Friday saying the former national security adviser has new details about the Ukraine matter that they dont know about, without elaborating. Bolton has declined to testify against White House orders unless a judge rules he should and didnt respond to multiple emails seeking comment.

What if Bolton had decided some other 'action' were warranted, on some other 'issue'?

The irony is that they are using the fact that Ukraine eventually got their money without soiling the Bidens as a basic tenet in their defense. So does that mean Bolton inadvertently help MF45?

(42,770 posts)release the aid $$. Not sure if he (trump) is already on record as releasing the aid through some other way. All interesting as hell but might be hard to lay it all out in an understandable way.

(42,770 posts)Funds on Sept 11th. But, they had already been released (approved for release) before Sept 9th. So whoever ordered (Bolton or not) it definitely happened before trump said it did and trump lied.
Bolton was asking for release in August. And Congress was asking before too.
It basically sounds like a lot of people knew the $ was being withheld and it was a showdown over what entity had authority.
