Because he wasnt really asking for an investigation. He was asking for fabricated evidence and the appearance of an investigation.

Trump didn't want an investigation. He wanted someone to GO ON TV AND SAY THERE WAS AN INVESTIGATION.
The FBI and CIA would have refused. Even Barr would have refused.

I think there was always an intention by Rudy and his mafia buddies to manufacture "evidence" against Biden should Biden win the Democratic nomination.
