It was, I seem to remember, the idea that "active FBI" agents were about to accuse Comey of covering up the emails on Weiner's computer that induced him to go public. This looks like he was scammed.

The way it would be most effective was to spin it as "on-duty" officers, so he was fine with spinning it that way.
A scam on the nation, but not on Giuliani. He knew.
