Two "Anonymous" candidates we can eliminate. It's not John Kelly or Kirstjen Nielsen.

The book identifies the separating of children from parents as one of the things that should never have been supported, and both Kelly and Nielsen were heavily involved in that--and Kelly still is. Also, the book directly criticizes Nielsen for going along with Trump's lies:

Those who keep their heads down will live to regret it. Cautionary tales are plentiful. Go no further than the president’s homeland security leaders, who, in a sickening display of bad judgment, conceded to a policy that increased the number of children ripped from the arms of their parents at the US-Mexico border. It left a stain on their reputations, their department, and the country.


And concerning the apologists who lied about Trump's labeling certain countries "shithole countries":

Former homeland security chief Kirstjen Nielsen told the press she did not “hear” him use those words. . . .

the term "call signs" might indicate Anonymous is military?

I would tentatively eliminate Mattis because of his refusal to publicly speak up now, though of course the author's anonymity is cowardly, so that might fit Mattis's current coyness. However, fulsome praise of Mattis early in the book kind of shoots down that idea.

McMaster is another possibility.

OTOH, some verb choices make me think it could be someone still there, and that could be the reason to remain anonymous. Maybe someone a bit lower down the ladder.
