Way, way, way ahead of the end of FY on Sept 23 when either of those two options would have been taken to address unused funds.

(127,312 posts)were funding that were "multi-year" (and I expect there may have been some "no year" too), so there wasn't the type of urgency as this (meaning the money would have been required to be returned to the Treasury if not obligated or spent by September 30).
