4. CDC recommends 60% alcohol

CDC recommends > 60% alcohol, for alcohol based hand sanitizers.

80 proof vodka is 40% alcohol, quite a bit less after you dilute it with the gel.

Rubbing alcohol is readily available in 91% strength.

I'd say vodka is a very poor substitute. You might find some 151 or 160 proof vodka, but even then, you can't afford to dilute it very much.

There's a good reason that the instructions call for 99% or 91% alcohol.

6. The 3rd recipe yields 10% alcohol "sanitizer". CDC recommends a minimum of 60%.

In fact, using the proportions in that 3rd recipe, even substituting 99% alcohol for the vodka would yield an alcohol concentration less than half that recommended by the CDC.
