1. I"m sure, in his dreams. Constitution sets forth the date and criteria, which are in effect 50 state

elections--not to mention those of the territories. There is no legal provision for doing so. Could congress intercede to provide funds for mail-in ballots for all 50 states? Sure, but it would be working within the constutionally provided timeline.
