Douglas Adams predicted this in one his books where the upper class of a race of people decided to send a third of the population they deemed useless to a distant planet. Among the people the sent away were the phone sanitizers.

Unfortunately a deadly plague developed on the unsanitized phones and all the remaining "smart people" left died.
