Targeted funding for at risk demographic

The pay system is already in place to do a targeted one time payment to the most at risk. I propose a immediate payment of $500-1,000 for everyone receiving Social Security. This will allow those most at risk to immediately purchase supplies and food to stay home. This would cost 30-60 Billion and I understand that is expensive but it would provide comfort to those most at risk.
