Means-testing shifts the burden of proof to the poor and any bottlenecks delay implementation of this urgent need.

even if it would be a PITB to attempt to do I would think. The thing is that someone who is still earning a healthy wage or is in the top 1% doesn't need the extra. Corporations who are still doing well don't either.

Mind you I don't think it shouldn't be a one time $1k payment. I think it should be at least double that and per month while this emergency is still going on and people are out of work and numerous small businesses have had to close or reduce temp.

Means testing necessarily requires additional administrative work - which isn't free - and creates an incentive to game the system (it can also end up having a socially divisive effect, which is a common objection from "the left&quot . If you're going to do direct cash stimulus, don't add extra bureaucratic duties, just send send out the checks; at the end of the day/year/whatever, if you're worried about rich people having too much of the money you tax them.
