There must be a help for small business

If this last too long we could lose most of the restaurants and bars in New York. The devastation to workers and business owners would cripple the city.

He called tonight crying...he had to lay off all of his workers today because he cannot afford to pay them.

2. The tsunami effect of the closures is going to be devastating to the economy

in addition to your reference to New York, let me add this. All of the Broadway theaters have shut down for a month. That means that all the actors, musicians, stage hands, theater workers and related workers are out of work. Additionally, the ancillary businesses are hammered: restaurants (waiters, bar tenders, cooks, busboys, deliverymen, etc.), hotels (clerks, maids, attendants, etc.), parking garages and so many other services.

Will these jobs come back? Maybe. But it's going to take a long time until this singular section of the New York economy recovers.

As a microcosm of the larger NY economy, the Broadway business is demonstrative of the calamitous situation we're in.
