As we've seen, Congress is willing to allocate plenty of money. But they can allocate infinite money and not accomplish anything if the executive branch refuses to act, or insists on acting in a counterproductive manner.
This is one of those situations where the money matters a great deal, but execution is the make-or-break factor. IOW, money is necessary but not sufficient. With Trump and Co in charge, money is not the factor limiting the response. So, in one sentence: if money were no object the response would look the same.

We don't have enough of them even for normal times, and that's going to be the limiting factor.
