2. Sounds like a referral to the press conference. When asked why we are not manufacturing PPE

(Personal Protection Equipment, masks etc.) for hospitals and doctors, as well as ventilators, Trumps said repeatedly that "it's up to the Governors to do that, they've been doing it for years, and now they want to come to the federal government, but they need to do it...but we'll work with them blah blah blah.

3. trump is again MIA

To lazy and or for political reasons refuses helping them. The Governors are the hero's now , and trump is the same, a zero. He'll be critical of anything they do because he has to make people believe he is the only one who can do anything. He's planning to weaponize help , and anything states need in exchange for them helping him with praise for him, and then he'll step in and take credit .
