I think it competes for receptor sites on the ACE2 enzyme, which is how it enters the cell.

Reproducible results were obtained from three independent experiments. These data demonstrated that pretreatment of Vero E6 cells with chloroquine rendered these cells refractory to SARS-CoV infection.

It makes me wonder if hydroxychloroquine (a bit less harsh), could be taken as a prophalactic to avoud or at least minimize infection
