Delay the distribution so that big business can cash out on making new ones and new money. If there has ever been, or will ever be a need to draw on a strategic reserve it is now, otherwise why have one?

At least Trump is consistent, every move he makes is either two weeks to late, or just plain wrong. I wonder if he doesn't have a Munchhausen issue in that he wants the problem to be as big as possible, so he can come flying in at the end, like a military hero, with the fix that only he can provide. The bigger the problem, the bigger the hero.
