Question on H1N1 response in 2009

I saw there was a bill that was passed to deal with it, but it was a lot more general than anything that has been proposed over the past month. However, I don't recall any widespread shortages of masks or other medical supplies at the time? Were there any big shortages other than not having enough vaccines ready within 6 months?
