I've seen a lot of overuse of this term, what does it mean and why are people using it when they mean "shelter in place"?

Lock down is severe, suggests police on the streets and consequences for being out.

I understand this is the case in certain cities, not in the US, but DU has reported lock down for Dallas, for certain states, when I believe no places in the US have reached that stage, yet.

Are you sure this is for the entire UK?
