The simple fact that they are telling anyone to NOT get tested tells the story in my mind.

They will let it run through the population and try to create a kind of herd immunity.

I can't think of another reason why the testing wouldn't be more aggressive by now.

10. He can't force people to go out to restaurants, bars, hotels, malls, etc.

There are still going to be enough sensible people who will minimize their contact with general public. There will still be state and local governments, and even companies who will not comply with his orders.

His desperation is showing. He knows he's in trouble and that his chances for re-election are almost nil. He thinks he can force his will on this pandemic and on society at large and he has no idea how wrong he is.
