I don't answer, period. My default ring is one second of silence, and I use YouMail to deal with anyone who gets past that.

Normally, twice a year I have to answer my phone regardless of the # (bar exam - students who need assitance have to be able to reach me). Othewise I can ignore them.
Now that we're shut down and I'm teaching the rest of the semester online, I not only have to answer all calls (office calls are forwarded to my cell), I have to answer with my name (which I don't otherwise do).
Bummer.

They know enough to start talking so I'll pick up. Otherwise I never answer a number I don't recognize.
