NO money for anything until some social services are cut!

Well, it wasn't "worded" quite like that, but, everything had to be paid for (the source stream had to be identified) before we could go spending more money.

So, when did the rules change?

There was $800 billion in one package, TARP was (originally) at $700 billion, the Fed pitched in $2.1 trillion.

For $3.6 trillion.

And that wasn't as bad as this.

I still suspect a larger stimulus in early 2008 might have prevented much of the problem, but people were stingy.

H1N1 was a kitten compared to this virus

Petty comparisons aren't productive right now, we are on the brink of the worst global disaster since WW2. Extreme measures are essential to have any chance of averting it
