And the small number is not because Cuba is an isolated nation--it's a very popular tourist destination for Europeans, Canadians, etc. They are no doubt testing and tracking and, probably, containing.

17 of them brought it from overseas - one is the son in law of the only person who died - an idiot who decided he was coming home to die and exposed everyone on the aircraft and his entire family. The other eight were also exposed to persons who brought it.
