This massive national quarantine/stay at home sacrifice will be meaningless IF

at the end of the period there isn't massive testing.

Until the herd has been universally exposed or there is a vaccine (which like it's cousin the common cold hasn't happened) we will need millions of tests every day to identify outbreaks.

If you assume that on average everyone needs to be tested every 2 months we will need 5 million tests a day to have an effective surveillance regime.

Without that regime we will have wasted this 2 month period and have to redo it again.
