I understand how it could have been forced to a roll call vote by one refusal to pass by a vice acclimation. What did the speaker do to block that?

Apparently the members who did show (a sufficient number to be considered a "quorum" meaning 218+, where not all 435 are needed), the attendees, with the blessing of the leadership on both sides, were able to kill the motion for a roll call vote by NOT providing a "second" to his motion (normally done by "a sufficient number of those standing" to indicate support for the motion).

They instead remained seated when asked for a "second" of the motion, and that meant there was no "second", and that paved the way to go forward with the voice vote only to pass the legislation.

Pretty remarkable!

President Donald Trump on Friday lashed out at Rep. Thomas Massie, calling him a “third rate Grandstander” after the Kentucky Republican signaled he would oppose a $2 trillion relief bill intended to soften the impact of the coronavirus pandemic.

“He just wants the publicity. He can’t stop it, only delay, which is both dangerous & costly,” Trump said of Massie in a series of furious tweets.

Trump said that while Republicans had to “give up some stupid things” through negotiations with Democrats “in order to get the ‘big picture’ done,” the bill was “90% GREAT!”

“WIN BACK HOUSE, but throw Massie out of Republican Party!” Trump added.

These obscure but ambitious types seem to quickly learn how to become the next Gymsuit Jordans or Louis Gocarts of Congress and they don't care if it is negative attention either. However I think he picked the wrong time to "take a stand" because he is about to feel the wrath of the worst of the GOP's zombie supporters.

In one respect, he is lucky that Texas already had its primary but I wouldn't be surprised if they try to run someone as a write-in (if they can do that in Texas) to get him out of office now (from the GOP side).

Ten percent of those in the Chamber have to rise and remain standing to be counted to force the recorded vote. There were over 220 Members on the Floor and in the Galleries so Massie would have needed 21 others to support his “Demand” for a recorded vote.

Massie needed "1/5th" to provide the 2nd.

But what happened was that both the Democratic and Republican House leadership directed their caucuses to NOT stand in support of a motion for a recorded vote, so NO member in the chamber (whether in the main seating area, the visitor's gallery, or outside of the open doors) "stood" to provide the approval. Thus with the President Pro-tem having declared an insufficient number having arisen in support of that recorded vote motion, then the motion for a recorded vote was denied, and he declared that the voice vote results would carry.

However Massie objected to insist that there was not a quorum present in the chamber, so a count to verify a quorum was requested, which was quickly done, and it was declared that a quorum WAS present, so again, the voice vote would carry.

After it became clear Massie wouldn't relent, leadership started taking steps to block his move. In a plan devised by Hoyer the night before, lawmakers were brought into the chamber, including in the public galleries above the floor to allow them to distance themselves for safety. By having a quorum of members in the chamber — at least 216 lawmakers, including in the public galleries — they could block Massie's request for a recorded vote and pass the proposal by voice vote.

has been Dem House Leader,she is keeping a running score card on just how stupid her counterparts across the Isle have been. She engineered the largest flip of the House in History in 2018,she will do the Same for the Senate as well as add several new faces to her majority.

A great leader will always groom his or her replacement as well as delegate the Nasty to someone she or he has groomed. Hopefully a fast response team comes into focus soon.

Like the Speaker once said some months ago,he belongs in prison.

I was busy supporting the most green governor of the country during the Biden rollout.

I've always followed Warren and know why Wall St quakes at the very mention of her name, and so she's the next primary candidate I saw as best qualified (better than Bernie) to put corporate America in its place and under the strict scrutiny of regulations again.

Now, IF the convention can take place, I don't see a big fight. I see Bernie leading his people into a unity position without any accusations of underhandedness by the Biden people. You saw them in their last debate. They talk to each other, not past each other.

So we'll see. I'd be surprised if the convention turns out otherwise.

Aren’t remotely prepared to play hardball the way Nancy does. It will take at least a few terms for each of them to get a clue how to navigate the rules the way Nancy does, and even longer to build the alliances and negotiating skills that she has.

If anything, they are the farthest from being the sort she would have an interest in grooming as future party leaders as one can imagine, because they’re firebrands and attention-seekers, rather than focused on legislation and process. Nancy has no use for people who are flashy and combative. She values consensus-building and nose-to-the-grindstone types.

That’s why I think Katie Porter, Lauren Underwood, or Veronica Escobar would be more Nancy’s type for acolytes among the freshmen class. I’d especially pay attention to Escobar. There’s a reason why Nancy let her—NOT any of the squad—handle the Democratic SOTU response. That’s a sign of unwavering trust and respect in her abilities to handle such an important task for the party.

Signing statements carry no legal weight.

Nancy’s already set him straight about that:

Asked about the signing statement on MSNBC, Speaker Nancy Pelosi called the president's move "no surprise."

"But Congress will exercise its oversight," Pelosi said. "And we will have our panel appointed by the House to, in real time, to make sure we know where those funds are going to be expended."

Trump trails Biden by nine points. We are not doomed. An analyst thinks the uptick in approval of Trump is due to some Dems giving him the benefit of the doubt during this crisis but don’t intend to vote for him.

the press are doing the best they know how to do against a deviant in the normal world. But that doesn't equate to stopping him. Look at all he has done...even a fraction would have doomed any other leader. That alone has to tell you business as usual isn't working.

Because nobody with a functioning brain thinks either that Fatty McDumbass has ever looked masterful, or that Biden did poorly with his appearance.

In fact, Biden has gotten praise for his town hall. He was knowledgeable, humble, compassionate and presented himself as the kind of calm and steady leader who could see us through any crisis.

Only an utter fool could see doom in that outing from him.

He would have invited her to the signing.

If she had no effect, he wouldn’t be throwing tantrums about her whenever he mentions her.

If she had no effect, he wouldn’t have sent Mnuchin to negotiate with her.

He’s scared to death of her because he knows she’s smarter and tougher than he is, and that he can’t control her. He’s tried everything to steam roll over her, only to be the one flattened on the ground whenever they go one on one.

It’s remarkable that she’s the one keeping him in a tizzy, given how little power she has to work with.

She told them to come down from the balcony and to hurry, the longer it took them, the longer she would talk. She put that useless piece of humanity in his place. Even his fellow Republicans were angry at him. I hope they file ethics charges against him or freeze him out.

AOC had threatened the same thing, but at least she spoke for her minute ,sat down. Her District is hard hit.
