Could someone explain to me the detailed order...

... of how the vote happened yesterday? I saw video on TV several times, but it looked like a quorum was mentioned, a quorum was declared, the vote was declared won, and a lot of people called out or applauded or something.

Were 216 or more people actually required to identify themselves one by one?

When/how was a voice vote authorized?

Was the mass calling out I saw on TV the vote or cheers at the announcement of the vote?
