That amounts to only 0.005% of the stimulus bill just passed. The U.S. is going to be spending multiple trillions of dollars on this and the resulting economic losses are also going to run into trillions of dollars.

The world needs to devise an international response plan for future outbreaks - the cheapest solution is to contain it as quickly as possible at the source. Even slowing it down significantly at its origin gives everybody a chance to ramp up their domestic response.

I realize that China usually hides these endemics when they appear and is less than forthcoming with relevant info, but hopefully this Covid-19 pandemic can be a lesson for everyone.
