He did not institute an emergency response and set up disease tracking which could have severely limited the spread, nor begin to stockpile equipment such as ventilators for a worst case scenario until very recently. He had fired the pandemic response team in the White House two years before, so even had he wanted to respond, it would have been more difficult.
