Getting rid of the admin state, concentrates power to fewer apparatchiks and the Dear Leader.

Getting rid of the admin allows the oligarchs to better control the influence and the corruption to their benefit.

Their absence creates a chaotic dictatorship. Nazi Germany was actually chaotic, corrupt and inefficient - the opposite of the ruthless efficiency of myth.
