I think this accurately sums up the excuses and rationalizations over the years
2017: "Give him a break, he's new at this!"
2018: "Don't believe what 'they' are saying about him, it's fake news/a hoax!"
2019: "OK, what 'they' said about him actually happened, but it's not a crime, not worthy of impeachment!"
2020: "It's the fault of Obama/Democrats/WHO/somebody else/anybody else but it is not his fault!"
