run a government and they HATE working people and dont want them to get the checks so over the years under rightwing killers, aka republicans, they have rigged the system there so it will be very difficult to get the payments.
GOP hates you if you breathe and dont vote for them...

Scott's plan all along. Pay very little and make it take for ever so no one bothers to apply. Businesses live it because their unemployment insurance rates are rock bottom. Just one more way to screw the worker.
