Some countries, like China, and some cities, like NYC, are reporting PROBABLE deaths from covid now.

"New York Governor Andrew Cuomo on Wednesday said that the Centers for Disease Control and Prevention (CDC) had changed guidelines for how coronavirus deaths were to be recorded."

"They want deaths, and then another category of probable deaths," Mr Cuomo said, to be administered by local health departments or coroners. He added that people who passed away outside of a hospital or nursing home may have been missed in previous counts."

"Municipalities in Connecticut, Ohio and Delaware have begun to recorded cases where the infection is assumed but not confirmed with a test, Dr Barbot told the New York Times, while officials in California and Seattle only count virus deaths if proven with a positive test."

The guidelines are not consistently being followed by various cities and countries around the world.

Following new CDC guidelines: "As of April 14, 2020, CDC case counts and death counts include both confirmed and probable cases and deaths. This change was made to reflect an interim COVID-19 position statement issued by the Council for State and Territorial Epidemiologists on April 5, 2020. The position statement included a case definition and made COVID-19 a nationally notifiable disease.

A confirmed case or death is defined by meeting confirmatory laboratory evidence for COVID-19. A probable case or death is defined by i) meeting clinical criteria AND epidemiologic evidence with no confirmatory laboratory testing performed for COVID-19; or ii) meeting presumptive laboratory evidence AND either clinical criteria OR epidemiologic evidence; or iii) meeting vital records criteria with no confirmatory laboratory testing performed for COVID19"

This change is a further example of one of the many reasons why the label "confirmed cases" (used by some to designate total cases) is incorrect (see definitions for more details). The US CDC (and Worldometer) has always used the label "Total Cases." Canada is another example where the "total number includes publicly reported confirmed and probable cases.

On April 14, New York City reported 3,778 additional deaths that have occurred since March 11 and have been classified as "probable," defined as follows: “decedent [...] had no known positive laboratory test for SARS-CoV-2 (COVID-19) but the death certificate lists as a cause of death “COVID-19” or an equivalent"

1. They need to keep the categories separate.

CDC is following politics, but at least trying hard to not screw over any attempt to model this plague. Which is what the politicians would have done, even as they say they rely on the models.

They weren't paying attention in algebra and chemistry classes.

Of course, they're doing this because of NY. And when NY started it, they did *not* give any good indication as to how to distribute the dead. The CDC's guidance is reaction to NYS' decision and has to be viewed in that light.

"China: Hubei Province issued today a "Notice on the Correction of the Number of New Coronary Pneumonia Cases Diagnosed and the Number of Diagnosed Deaths in Wuhan" in which it reported 1,290 additional deaths that had not been previously counted and reported, bringing the total number of deaths in Wuhan from 2,579 to 3,869, an increase of 50%, as the result of a revision by the Wuhan New Coronary Pneumonia Epidemic Prevention and Control. As part of this revision, 325 additional cases in Wuhan were also added. Separately, China's National Health Commission (NHC) reported 26 new cases (and no deaths) in its daily report".

There should be another "category" as you suggested. Perhaps a "probable deaths" titled category?
