He's a true solipsist, meaning in his mind nobody exists as a being with agency but him. Everyone else is just a tool or a toy. What matters to him right now is that he can dupe his tools and toys into re-electing him, and his strongest appeal was that the economy (that he inherited from Obama) was good. But now it isn't, and that's hurting his chances, so he wants to "re-open" businesses, even if it's at the expense of people's lives (the old, the poor who are expendable, mainly). PoC and the poor will be harmed the most because that's what always happens in crises but I don't think it's intentional ethnic cleansing; he just doesn't give a damn. He gets a lot of support from older people and he's killing them, too.
