Not sure of the bigger context but he’s reading something from the podium and he can’t see it because he refuses to wear glasses in public.

He has a habit when he makes a reading error to double or triple down on the word just like he did here, as if it were the right word. It’s like a tic and he doesn’t even think about the content.

That’s how you get POTUS talking about how hard it was to get it aroused.
