2. There is no corresponding social media event announcement.

3. Why post signs when practically nobody is out and about in the relevant area?

Yes, it appears to be an actual piece of paper which was placed somewhere and then photographed.

Beyond that, what meaning do you intend to convey by the word "actual" in relation to an event which did not actually happen?
