how long should it take the State Dept. to renew my passport?

It's been a month now and I followed all the rules strictly on how to send it in for renewal (there was actually a phone number with a nice person to answer your passport questions). I took it to the post office who checked it for the order it needed to be in and sent it on its way.

Is everything just slowmo now or is this normal?

Regardless of what you hear from the idiot in chief, the federal government is working like many other businesses, with a lot of employees working from home.

I have matters in three federal courts and the US Patent and Trademark Office, and any expectation that things are functioning on normal time scales is simply not a realistic one.

I would expect passport renewals are extremely low priority right now, since there is also no realistic need to have them renewed any time soon.

Can’t remember where I read that, but they put a stop on renewals at the beginning of the pandemic.

since 90% of my job involves driving around to find people. I'm not getting much done. I also normally use local town and county offices to get background information, and with them being closed I get even less done.

We have a skeleton staff going into the office to deal with things like mail. No doubt the Passport Office is underthe same constraints.

Due to the covid virus the state department is not issuing any passports. It doesn't say anything about renewals.

We were just renewing ours though. We sent them in around Jan 3rd. Got them back first week in Feb. You can use this site to kinda find out where the are. Hope it helps.
