There has been a bottleneck in obtaining the supplies necessary to make and read the tests. ((Let alone the PPE needed to administer the old tests.))
IF a saliva test can reliably identify the positives ((not significantly overstating or understating them)), then what is needed are the supplies to make, and read, the test.
And of course staff to read the tests ((which is why the giddiness in the Rose Garden about maybe using robots for that)).

Approximate population of the country is 325 million. Approximate number of tests that have been done is 5 million. That is about 5 out of 325 people have been tested. In the course of about 6 weeks?
Think of theoretical classroom sizes of 33 students per classroom. That would be about 10 classrooms full of students. 5 students tested in the 10 classrooms is something to brag about?
