Barr says in decision he "doesn't believe Flynn's statements were material, even if untrue."
...but there's really no question that the FBI looking into whether a National Security Adviser was communicating in secret with Russian intelligence officials was a legitimate inquiry.
The fact that Flynn lied about those contacts would have been a red flag to ANY prosecutor with any integrity.
