That the Obama Biden plan was insufficient. Last August, his administration put together a more detailed plan with a follow up, detailed report.

Where is this marvelous plan? What does it say? Is the first step "Deny, ignore, deflect, sow doubt, and issue confusing and contradictory statements"? Because that's been the go-to strategy for months.
