Trumpy's "handbook" has a table of contents starting on the title page

Who starts a Table of Contents ON on a title page? It may seem like a little thing, but anyone who puts together a document that will be archived in a presidential library is going to formulate the document properly. I bet he had some fool run this off.

And the Table of Contents starts on the title page, I would guess, because someone in the Trump administration printed it out using the default settings on his program or printer and not realizing that it was screwing up the pagination, because the original document was formatted differently.

The two binders in her other hand are the plan she said was theirs.

One interesting note; it appears that one binder, the top one, has just a few pages and the bottom one has more than a few pages, so their plan in binders is just a thrown together fake to distract the press.

There is little doubt that Trump's playbook is a fraud. But this picture isn't of Trump's playbook. It's the Obama administration's playbook and the formatting with "Table of Contents" on the cover page was that way in the original.
