I've been trying to understand exactly what is going on. It seems that people are divided as to the power of nature. Some cannot accept that there are forces greater than themselves. Like the people who ride out hurricanes, they will face whatever nature has to offer and call 911 when they are in trouble. Just in case, they will keep weapons to settle nature once and for all.

each person to be lethal to countless others without immediate tangible evidence of the harm caused.

If you ride out a hurricane and call 911, at worst, you harm yourself and the rescue team.
