This is nothing new at all. Nunes doesn't hate to admit winning requires election theft, he hates that he isn't free to crow and brag about how good they have become at it, even partnering with foreign enemies as needed.

We were going door to door handing applications for absentee ballots to residents. We were instructed to offer the applications to residents explaining there use. We were also told we cannot fill out the applications or even help the recipient fill it out.

Michigan had just passed, by referendum, a no reason absentee vote law.

I looked this up and unfortunately Jerry Brown signed this Into law and the repukes accused The Democrats of doing this to win the seat in November 2018. But I still think it should be outlawed.
