Help! Anyone got that link to the article about the GOP allowing bio warfare research again?

Under trump, there was a new article about allowing us to engineer viruses again about 2 years ago.

I should have book marked it!

Anyone know what I'm talking about?

I wasn't aware of this. It would certainly play into the theory some have suggested that CV was invented not in a Chinese lab but in a U.S. military lab, then carried to China to be released. Maybe that was part of Trump's "strategy" to get China over a barrel?
