For the most part trump is always talking to his base. However, it is really fucked up how his brain works. He will tell his voters things that will make them think the virus is not a threat, it's a hoax, you don't need a mask, I won't wear a mask, everything is OK. We need to get back to work.

Then he will follow that up by saying, we have to be careful, safe when we open things up.

He does this twisted, both sides of the fence thinking all the time.

Ergo, play both sides of the fence when he's unsure, that way whichever way things work out, he can claim he was right all along.

Not a psychologist, but I'd bet it's a classic NPD behavior pattern.
