burning a Post Office could give him cause to declare an insurrection in the city.

Invoking the Insurrection Act to use troops for policing is an exception to posse comitatus.

burn down some post offices in urban areas so mail-in voting becomes next-to-impossible
deploy the military police to further depress turn-out for in-person voting, beyond what coronavirus has already done
legions of DOJ-appointed narcs patrolling social media to disrupt civilian organizing
