Not sure about a photo lid.

Generally a "lid" means there are no more anticipated newsworthy events scheduled for the day so the journalists can go home. There are refrenences to white house/presidential lids at least back to the Bush I era.

I suspect a photo lid leaves open the possibility for statements without physical appearances.
