The 18 minutes, which is actually 18.5 minutes, refers to the June 20, 1972 tape between Nixon and his Chief of Staff Bob Haldeman. This was the earliest known recorded meeting immediately after the Watergate break-in that happened on June 16-17. When Nixon had to produce this tapes, his lawyers discovered that there was an 18.5 minute gap caused by 5-9 separate erasures of a conversation that clearly covered the break-in.

Woodward was likely under legally binding embargoes over when he could release information he got during these interviews. Both by the White House and by his publishers. Beyond that, he probably didn't realize how bad that Trump was saying was until the scale of the pandemic become public, at which point releasing the tapes wouldn't have done anything because at that point everyone understood how bad it was, or atleast should have known.
Had Trump been upfront about the virus before, the US could have had more time to plan and brace for it instead of being neck deep in it before we knew there was a problem. At the very least Trump could have been holding meetings to plan for pandemic response and informing governors that they needed to be ready. We could have started surveillance weeks or months earlier, developed more testing, used the WHO test, etc.
The problem isn't so much that Trump didn't tell the people or that he help back. It's that he stuck his head in the sand and the only defense he gave us was to shut down travel to China (but nowhere else, which sill allowed thousands of potentially infected people into the country daily) and hope that a virus would honor our immigration laws.
