Back then the Trump admin decided to blame "foreigners" as if a travel ban was going to do anything to stop the pandemic. The dumbest deplorables are still on that train. So deplorables encouraged racism against Asian-Americans who have never traveled to China over slightly inconveniencing white Americans traveling home from hotspots in China, Italy, South Korea, and others. Travel ban for foreign citizens does nothing to stop American citizens from bringing the virus here, or spreading it around to others. The pandemic response plan called for test/trace/quarantine.

So the wildcard that nobody in the administration expected was that Dem governors took action to stop the spread in blue states while GOP governors decided on a do nothing approach and it is now spread throughout southern and midwestern red states.
