since, if I recall correctly, Rall was one of those saying Hillary was just as bad as Trump.

The point of this cartoon seems to be: If you're already being screwed by your landlord, "What have you got to lose?" by voting for Trump.

The fact that Trump's father and son-in-law were both slum lords adds some to the irony quotient, IMHO.

I get the gist that this is a Pro-Trump cartoon, and it is ironic because he's actually making things even worse.
