probably need to be expanded in light of this pandemic and potentially future pandemics. May need to include something like "enemy of public health" for anyone who willfully ignores or encourages others to ignore approved medical guidelines and safety measures that protect the public. Until there is a considerable penalty for bad behavior endangering others it is likely to continue.

Example:

Starting last Saturday, in Quebec you can now be fined up to $6000 for refusing to wear a mask on public transportation or other #COVID-19 related offences.
